NIA Funding Line Policy for FY 2019

NIA received a full-year appropriation of $3.08 billion, an increase of $509 million over the FY 2018 level. The amount includes an additional $425 million for Alzheimer's Disease research funding – including Alzheimer's Disease-related dementias - and $84 million in our general appropriation.

NIA is paying future FY 2019 non-competing awards at their full committed level as shown in the Notice of Award.

End-of-Year NIA Competing Award Funding Policy

General Allocation: NIA is reducing the administrative cut to FY 2019 competing awards to 12% on average within the general allocation. This reduced cut is limited to the current year only. The average cut policy applies to all research project awards except R03s (small grants), R21s (exploratory/developmental awards) and R15s (NIH Research Enhancement Awards). These awards (R03, R21, R15) generally receive the study-section recommended amount of support. The 12% cut remains an average. Individual awards may be reduced by more or less than that percentage.

Although NIA pays most applications to the advertised lines the Institute may pay a few applications beyond these lines or choose to provide short-term support to applications (either within the line or beyond the line) or require resubmission for a few applications within the lines following both peer review comments and published funding priority guidelines.

For the Alzheimer’s-related PARs listed below we continue to pay most applications to a score of 40 with early-stage investigator R01 applications to a score of 45 and new investigator R01 applications to a score of 43. We are also paying at-risk investigator R01 and R21 applications to a score of 45. Again, some applications may receive short-term support or be required to resubmit following peer review comments and the published priorities of the institute.

NIA Competing Award Funding Policy

These awards (R03, R21, R15) generally receive the study-section recommended amount of support. The 18% cut on remaining awards is an average. Individual awards may be reduced by more or less than that percentage.

Alzheimer's Allocation: NIA is awarding the study-section recommended amount of support for applications within the Alzheimer's allocation but with adjustments as deemed appropriate by staff.

We are paying applications responding to the above PARs by impact rating rank order rather than by percentile rank. We are paying these applications to an impact rating of 40. We are paying R01 applications from early stage investigators responding to this set of NOFOs to a score of 45 and R01 applications from other new investigators to a score of 43. Though these pay lines are generally followed, NIA may pay a few applications beyond these lines or choose to provide short-term support or require a resubmission from a few applications within these lines, following both peer review comments and published funding priority guidelines.
