Status of FY 2013, 2014, and 2015 Budgets:
FY 2013
On March 26, 2013, the President signed into law the Consolidated and Further Continuing Appropriations Act, 2013, as P.L. 113-6, an omnibus continuing resolution to fund the agencies of the Federal Government through September 30, 2013. The bill continues funding for the NIH under the same terms and conditions as for FY2012, and includes the requirement for the sequestration. The enacted budget provides $1,039.748 million for NIA, an $81.653 million or 7.3% decrease from the FY 2012 level. However, the FY 2012 level included $18.273 million for the Alzheimer’s Disease transfer. The FY 2013 enacted level allows for 1,386 total research project grants (RPGs), including 340 new and competing awards. The estimate includes $82.688 million for research centers, a decrease of $6.218 million from FY 2012. The other research grants estimate is $34.612 million, a decrease of $2.252 million from FY 2012. For research training, the FY 2013 budget request includes $23.271 million to support 574 trainees. The R&D contract mechanism will be supported at a level of $60.350 million, a decrease of $4.195 million from FY 2012.
FY 2014
The FY 2014 President’s budget was released to the public on April 10, 2013. The President’s request for NIH is $31.087 billion, which is $1.989 billion higher than the FY 2013 level of $29.098 billion.
The NIA budget request for FY 2014 is $1,193.370 million, an increase of $72.979 million or 6.5 percent over the FY 2012 enacted level. The FY 2014 level includes an $80.0 million increase for Alzheimer’s Disease research. For NIA, the FY 2014 President’s Budget will allow for 1,650 total research project grants (RPGs), including 591 new and competing awards. The estimate includes $88.906 million for research centers, $36.864 million for other research grants, and $24.756 million for research training. The R&D contract mechanism will be supported at a level of $63.239 million, a decrease of $0.298 million from the FY 2012 enacted level.
FY 2015
Preliminary work on the budget for FY 2015 has begun using the FY 2014 President’s budget request as the base. After intermediate stages of review, the President’s budget request for FY 2015 will be presented to Congress in February 2014, at which time it will become available to the public.
